A BY-LAW OF THE VILLAGE OF CHARLO RESPECTING THE PROCEDURE AND

ORGANIZATION OF THE COUNCIL OF

THE VILLAGE OF CHARLO

 

 

 

MEETINGS:

The Council shall hold regular meetings on the fourth Tuesday of each month in the Council Chamber at 7:30 o’clock in the evening except for the months of July and August.

 

All regular and special meetings of the Council shall be open to the public and no member of the public shall be excluded therefrom except for improper conduct. The Mayor or other presiding officer may expel from any meeting any person guilty of improper conduct at such meeting.

 

The Mayor may, on forty-eight hours (48 hrs) written notice, given through the clerk’s office, change any regular meeting of Council to a day and time to be named in the notice, and that particular meeting shall be held at that time, place and date.

 

The clerk shall make available to each member, not later than the Friday before the day fixed for each regular meeting, the agenda of the meeting.

 

Unless otherwise agreed to by Council, no matter shall be placed on the agenda for consideration at any Council meeting unless the request for consideration of the matter is received by the clerk before four o’clock in the afternoon of the Thursday preceding the day on which the meeting is to be held.

Guide on the Building

Permit Process

A building permit is required before undertaking or continuing the building, locating or relocating, demolishing, altering or replacing of a building or structure. Changing the use of a building or land may also require a permit.

 

The building permit’s primary role is to protect the property owner, the adjacent property and the community by assuring that the development is in conformity with regulations, by-laws, and the National Building Code – Canada 1995 (NBC)

 

Building Permit Application

 

Applications should be completed one-week minimum before starting any work. More time will be needed if a re-zoning or a variance is required. Legal document may be required in order to prove the ownership of the land.

 

Plans, Specifications and

Calculations

 

Sufficient information shall be provided to show that the proposed work will conform to the National Building Code and whether or not it may affect adjacent property. Plans drawn to scale with sufficient details to establish the nature and extent of the work and proposed building occupancy. Once completed, the work and the proposed occupancy must conform to the NBC.

 

An up-to-date survey plan may be required in order to prove compliance with the NBC. If a building falls into Group A (Assembly Occupations), Group B (Institutional) or Group F, Division 1 (High Hazard), engineered drawings may be required.

 

On Site Inspections

 

For any new construction, the owner of the development named in the building permit or the person in charge of carrying out the development shall give to the building inspector:

 

1.     At least 48h notice of his or her intention to start the work authorized by the development and building permit,

2.     At least 24h notice prior to any backfilling of the foundation,

3.     A notice when the roof trusses are completely installed,

4.     At least 24h notice prior to any interior finish,

5.     Notice of the completion of the work described in the development and building permit.

 

The building inspector may require that tests of materials, devices, construction methods, structural assemblies or foundation conditions be made in order to meet the requirements of the NBC.

Charlo Golden Age Club Activities

 

The variety of activities has increased from four to ten since March 2009. This is a positive story, so please continue to take advantage of activities offered to you to keep you active. You may get a Monthly Activity Calendar at the Village Hall.

 

Ø  On Mondays - Zumba Latin exercises at night.

Ø  On Tuesdays - Quilting lessons upstairs with Billiard and Darts downstairs in the afternoons. Cues and darts are available for your convenience.

Ø  On Tuesday nights - Yoga lessons resume on April 2nd, 2010.

Ø  On Thursday afternoons - people can come in the living room downstairs to knit, crochet or do other kinds of crafts. Knitting and crochet lessons are available; just bring your pattern and material.

Ø  Thursday nights - Cards upstairs.

 

You may get a membership just for the activities if you so wish.

The Charlo Golden Age Club Inc. had the annual general meeting and election of Officers on January 6th, 2010. The election was presided by Roger LeClair and his committee. The following members were elected for a period of two years:

Treasurer: Claudette Boudreau

Secretary: Jeannitta Caron

Directors: Odina Landry, William Marcoux and James Silas.

 

 

The activities have started and even double the participants, TAI-CHI, Yogo, Zumba (line dancing), cards and supers.

A Valentine Supper will be held on February 12th. Two couples will be honored for their many years volunteer work at the club.

 


Village of Charlo has approved

 

The municipal council for the Village of Charlo has approved the 2010 General Operating Fund Budget and the 2010 Water and Sewer Utility Operating Fund Budget during a special meeting which was held on January 12th, 2010.

 

The total budget for the General Operating Fund is $ 1,390, 745 Non Tax Revenue of

$ 283,362 and Unconditional Grant of $219,809.00 leaving a Warrant to be raised by a local Rate of $887,574 The tax rate will remain at $1.3956 per $100.00 of evaluation. The total budget for the Water and Sewer Utility Operating Fund is $ 212,746 with revenues from own and other sources of $37,386 leaving a Net Budget to be raised from user charges of $175,360 The rates will remain at $180.00 for water and $180.00 for sewerage services.

 

We would like to remind you that once again this year, a 5% (five percent) discount on water and sewage rates may be realized if your account for the full year (2010) is paid prior to March 1st, 2010.

 


 

Women’s Day

 

In light of Women’s Day celebrations, a Charlo resident offers his support to a special group working to aid women! Lawyer Paul McIntyre was very pleased to make a donation to the Foundation Soeur Jeannette Leclerc Inc. who work exclusively to raise funds for the Maison Notre-Dame House Inc. of Campbellton. Mr. McIntyre, presented Mrs. Thérèse Lemieux with a cheque in the amount of $2000.00, said it was something he had always thought about doing.

“I consider myself very fortunate to be able to make this gesture in support of these fine organizations. This donation has given me a great sense of satisfaction. These 2 organizations work very hard to offer support to battered and abused women of our region. They deserve our support and our applause for all the honorable aid they have already provided and also for their future efforts and accomplishments!”said Paul McIntyre

Les Aventuriers Ski Club: Cross Country Ski Nationals 2010 - Yukon
 
The New Brunswick Cross Country Ski Team just got back from the National Championships held in Whitehorse, Yukon between March 14-21st.  Contrary to what we thought, the weather was very nice varying between -15 and +3 degrees celcius.  We competed with more than 380 racers from across the country.  Two of 3 athletes competed against Olympians such as Chandra Crawford and Drew Goldsack
Team members were Marianne Levesque (Les Aventuriers), Philippe Levesque (Les Aventuriers) and Mathieu LeBlanc (Boules des Neiges – Richibouctou-Village).  The team was coached by Chastity Degroot (Les Aventuriers) and our team's wax technician was Jean-Philippe Levesque (Les Aventuriers). 
 
Whitehorse Cross Country Ski Club has an amazing trail system.  They had one particular technical downhill that gave every athlete an adrenaline rush!  They have a wonderful CWG’s center that shares a parking lot with the ski center.  It is similar in size to the Civic Center and they have a small population of 22 000 people. 
 
Although there were 5 races, we were only able to compete in 4 of them.  We could not make an official team for the Team Sprint event because we needed 2 athletes of the same sex from the same club.  We were hoping to enter as an unofficial team, however this was not permitted.   Our team used this opportunity to watch other racers and learn from their technique and tactics.  These races were very exciting.
 
Our team watched a very exciting sprint event where Marianne almost qualified for the semi-finals.  She got tripped and fell in the first 50 meters of the 1200 meter course – it was quite a spectacular fall which we got on video.  She then got up off the ground with bull-headed determination.  Usually a fall in a short race such as this would put you out of the race completely, but she managed to pass 2 girls on an uphill so fast it made them look still.  She was 1 ski length behind the girl she needed to pass before the finish line in order to qualify for the semi-final heats.
 
As a coach, I was very proud of our athletes.  They worked very hard in these races.  As I supported the athletes from the sideline of the most difficult uphill climb, I was able to compare our team to other racers.  Our team had great technique and good strength.  Our goal for next year is to improve our endurance and aggressiveness.

 Charlo Fall Fair

 

Hello Dear Charlo Residents,

 

  It's already the time of the year to start planning the Charlo Fall Fair 2010 edition!  We will be holding a meeting on Wednesday April 21th at 7pm to pick the executive committee members for the 2010 Charlo Fall Fair and anyone interested in becoming a part of the organizing committee or being a volunteer are encouraged to attend this important meeting.  Please be aware that the Arseneault Family will be returning to Charlo for a 3rd consecutive year and that we are working hard to secure a very special band for the dance on Saturday!  New members and new ideas are always welcomed!

Charlo Ice Rink Committee

 

In a previous article, the Charlo Ice Rink Committee had challenged the general population of Charlo to participate in a fitness challenge at the outdoor rink. The goal was to skate from Charlo to the Bell Center in Montreal, a distance of 764,80 km. Everyone was asked to register their kilometres on our distance chart (8 times around the rink = 1 km). We are more than pleased and proud to announce that you have succeeded by registering 785 km on our distance chart. We may not be as famous as the Montreal Canadians, but this definitely proves that Charlo is in motion and in great shape. We wish to thank all the participants and look forward to challenging you again next year!

  • Woman’s Day Supper was a great success with 104 people present. Allain Caron was the Chef and the supper was served by men: Alonzo Guitard, Odina Landry and Gary Bushey. This special occasion has generated $1,200 profit to the Charlo Golden Age Club.
  • The public was invited to a BBQ chicken supper which was held on March 26th to honor three members for their services to the Charlo Golden Age Club. Irène Poirier, Corrine et Edgar Essiembre.
  • The hall is available for birthday parties, anniversaries and weddings. For more information please call Jeanitta at 684-5133
  • On May 1st there will be a Charlo Golden Age Club Volunteer Evening.

 


 

SPRING CLEAN-UP

 

As in previous years, there will be a Spring Clean-Up Day on Monday May 31st, 2010. All refuse shall be at the curb no later than 8:00 a.m.. Pick-up will be made by the village contractor, HBC Contracting Ltd.

 

 

Articles to be picked-up:

 

Please place in separate piles at the curb the following articles:

 

White Goods such as washers, dryers, dishwashers and stoves will be picked-up. Also to be picked-up refrigerators, freezers and air conditioning units having a certified freon removed ticket attached.

 

 

Other refuse such as branches, trees, leaves, ashes, etc..... shall be picked-up if they are tied in bundles no longer than 3 feet and no heavier than 25 kg (55 lbs). Mattresses, televisions, furniture, etc...... shall be picked-up.

 

 

ARTICLES NOT TO BE PICKED-UP:

 

- Construction materials

- Paint

- Propane tanks

- Car bodies or parts of scrap metal

- Tires

- Domestic garbage (these will be picked-up during regular garbage day)

 

*Propane thanks are not accepted at the transfer station and it is very dangerous to mix these to other waste. These tanks can be returned to the Irving Bulk Plant on Ramsay Street in Campbellton.

 

*Hazardous waste should not be mixed to the regular waste.

 

*Tires are not accepted at the transfer station. These can be returned to any tire dealers within your communities.

 

*We would also like to remind you that you can now recycle your household metal cans and plastics at one of our 11 containers.

The NB Government no longer sends notices of renewal of vehicle registration by mail since the month of May 2009.

So I want to inform you that Service New Brunswick has now established a new service of notice by email to vehicle owners who want to be reminded that the registration of their motor vehicle is about to expire.

Notice for winter parking

To facilitate snow removal it is prohibited to park, stand or stop a vehicle or to leave a vehicle unattended between the hours of midnight and seven o'clock in the morning on any street within Charlo limits during the months of November, December, January, February, March and April.

Paul McIntyre of Charlo qualifies for the Boston Marathon

Charlo native, Mr. Paul McIntyre, completed his 37 career marathon of 42.2 km [26.2 miles] in his age category in Rimouski, Quebec on Sunday, October 4, 2009. In so doing, Paul thereby qualified for the 2009-2010 Boston Marathon. Paul, who began running in his mid twenties, joins other, long time, local area runners who had previously qualified for the 2009-2010 Boston Marathon that will be run Monday, April 19th, 2010. They include Alain Caron of Charlo, John Culligan of Jacquet River, and Roger D. Levesque of Balmoral.

The Village of Charlo is one of the only areas that offer 2 road races every year. The first being the ‘Marathon de la Baie de Chaleur’ which is held in June and offers a full marathon of 42.2 km [26.2 miles], a half marathon, a 10 km and a 5 km. This marathon was founded and organized by Jeannita and Alain Caron some 17 years ago.

The second race, which is also held to help encourage people to take up the sport, is run during the Charlo Fall Fair in September offering a 10 km, a 5 km and a 1 km [for the children]. This road race which began some 34 years ago, was founded and is organized and sponsored by Mr. Paul McIntyre.

We are very proud of all these individuals that prove that you are never too old to participate in any sport. You are also never too old to get physically active! Paul, Alain and Roger encourage people of all ages to take up running. They suggest you start off by walking, progress to a fast walk, then a fast walk with a few running strides and soon you will be enjoying the cardiovascular benefits. Remember always check with your physician before beginning any strenuous exercise program.

CHARLO REGIONAL AIRPORT AUTHORITY INC.

Charlo Airport held its Annual General Meeting

CHARLO, NB - The Charlo Regional Airport Authority held its Annual General Meeting on October 15th 2009.

It is important for everyone to know that although it does not offer commercial air service, Charlo caters to private aircraft and air Ambulance at a rate of about 1200 movements per year.

Charlo is a safe, full service airport and is open year-round. It has a new fuel system offering both AV Gas and Jet Fuel, since August 2009. Airport officials have been working diligently on diversification options for the facilities including:

    • Flight College: have been working with MFC in order for them to consider Charlo in their expansion plans
    • Explorer Solutions: Retained firm to identify diversification options
    • Air Ambulance: in times of crisis, the population of Northern NB deserve efficient and quick response health services that a 2nd aircraft stationed in Charlo could offer
    • Snowfighter courses: will be offered using the Charlo facilities this fall

The Board will continue its efforts to diversify and sustain this important infrastructure for the economic development of the region.
